Proposal for the establishment of a national fund as a response to the needs of the people

CANKUZO, October 4th (ABP) – The delegation of the permanent executive secretariat of the multi-sectoral food security and nutrition platform (SEP/PMSAN) paid, last week, a visit to the members of that platform at the provincial level (PPSAN), in order to monitor the progress of their activities.

The governor of Cankuzo province, Mr. Boniface Banyiyezako, indicated that members of the provincial food security and nutrition platform and the provincial administration are at work. However, he pointed out, there is a delay in the implementation of certain activities planned, following the lack of financial means which, for him, is a huge loss for the development of the people, adding that the workforce minimal number of stakeholders also undermines development.

Mr. Banyiyezako proposed the creation of a common national fund, for all the provinces which collect aid from development stakeholders, so that each part of the province is used to meet the needs of people. Thus, he said: “Everyone comes to carry out such and such a project in such and such a place. When it comes to the agriculture and livestock sector, we are backward; we have no other resources except our own efforts.” It is in this context that he suggested the creation of a national fund where stakeholders will have to pay money, where their use will be monitored by themselves, in collaboration with the government via that platform and coordinated by the prime minister’s office. That strategy would also help to eliminate the difference between the provinces in terms of development, he added.

Taking the example of the Nutritional Learning and Nutritional Rehabilitation Centers (FARN), Governor Banyiyezako indicated that it is difficult, for certain households, to look for demonstration elements to prepare a balanced diet following their vulnerability. According to him, if these means were available, they would be used in facilitating such activities and assisting other urgent cases.

The monitoring-evaluation manager within the permanent secretariat of the multi-sectoral platform for food security and Nutrition SEP/PMSAN, Mr. Fidel Ndayiragije, promised to submit all suggestions to the hierarchical and competent bodies.
