BUJUMBURA February 3rd (ABP) – The governor of Bujumbura province (western Burundi) Mr. Désiré Nsengiyumva, accompanied by the heads of provincial services, visited Mugongomanga commune on Tuesday to meet with the population of this locality and that the latter has the opportunity to ask questions that are close to her heart in order to collect the grievances of the population so that the latter ask questions that are close to their hearts and that the governor, the heads of services answer them, he told reporters.

In her welcome address, the administrator of this commune, Mrs. Consolate Ndayisaba, indicated that security is good in all the villages that the people are harvesting the potato which has had a good yield because there is a cooperative which has just harvested 18 tons from an area of less than one hectare.

However, potato producers are currently faced with the lack of storage sheds for seed conservation and cooperatives need good quality foundation seeds such as pre-bases which give a good yield for potato crops, maize, beans and wheat, she went on to say, before asking for lots of pedigreed seed multipliers. She said she was delighted with the growing production of village tea because now people are applying fertilizers properly.

In the sector of education, administrator Ndayisaba said that she has just received the sheets for the roofing of the classrooms whose roof had been blown away during the last bad weather, but the lack of educational materials and of teachers still arises.

Opening the session and addressing the population, Governor Désiré Nsengiyumva asked the latter to ask all the questions without evasions and without fear of legal proceedings, reassuring them that the necessary answers and orientations will be given.

Questions were asked by the people and the finding is that the bulk of those questions were related to justice and land.

Indeed, it has been noted that certain land lawsuits last longer than necessary, delaying maneuvers observed by certain litigants so that the lawsuit remains pending, disagreements between members of the same family, the judges of the court of residence of Mugongomanga, the prosecution, the high court in the crosshairs with regard to corruption, the ignorance of the litigants of the legal procedures in general, and so on.

The rehabilitation of the Mugongomanga-Isare, Mugongo-Manga Road (which leads to the transmitting antennas of the National Radio and Television Burundi and the private radios), the breeders who ask for exemption in order to import the improved breeds are these questions which have been also mentioned.

The President of the High Court of Bujumbura Mrs. Diane Jonny Nzeyimana, answering the question of the trials which last a long time, indicated that for the trials which have exhausted all the means of appeal but which have not been executed, the litigants are returned to the justice inspectorate for verification and to see what prevented their execution, adding that each time the trial no longer has a way of appeal, one of the parties must come and report it, which sometimes doesn’t happen.

It reserved itself of any comment in connection with the files which are with the ministry having justice in its attributions for the cassation or the revision. Only, she called those who ask for revision or cassation to come and register at Kabezi, headquarters of the TGI.

Mrs. Nzeyimana asked litigants to respond to the summons each time this is done because appearance does not mean imprisonment.

Governor Nsengiyumva asked the president of the TGI to see, as far as possible, how not to force people from Mugongomanga to report to Kabezi because they are prevented from working.

With regard to obtaining quality seeds, the director of the environment, agriculture and animal husbandry Mr. Daniel Mazarahisha replied that the Institute of Agronomic Sciences of Burundi (ISABU) is the only one authorized to produce quality foundation seeds and the government has just turned it into a seed industry and soon the seeds will be available.
