PARCEM has made recommendations after analysis of the finance bill passed by the National Assembly

BUJUMBURA July 3rd (ABP) – The civil society Word and Action for the Awakening of Consciousness and the Evolution of Mentalities (PARCEM), organized a press conference on Friday June 30, 2023 in Bujumbura, with a view to giving its point of view and make recommendations concerning the finance bill recently passed by the National Assembly.

The chairman of PARCEM, Mr. Faustin Ndikumana announced that the state budget has increased, from 2300 to 3900 billion for expenditure, and from 2194 to 3224 billion for revenue. The substantial increase in donations of 595 billion was also noted, he added.

Mr. Ndikumana said that after this analysis, it was also noted that operating expenses, that is to say, salaries, goods and services and debts, have also increased. He stressed that the weight of the debt weighs heavily on the budget.

After the presentation of that analysis, Mr. Ndikumana recommended to the State to design a strategy to mobilize external financing and to strengthen budgetary discipline and transparency in the management of the State budget. He also recommended the analysis of budgetary efficiency in relation to public programs and the control of indebtedness. A very deep reflection is also necessary on the situation of the budgetary governance of the State, he added.
