The draft decree on the classification and rating of jobs in the Burundian public administration has been approved

BUJUMBURA June 13th (ABP) – The Cabinet Members meeting on Wednesday June 7, 2023 under the chairmanship of Burundi Head of State, Evariste Ndayishimiye, adopted the draft decree on the classification and rating of jobs in the Burundian public administration as well as the Note on the proposals for the implementation of the fair wage policy in institutions with special bylaws, according to the press release from the General Secretariat of the State.

That draft decree, which has just been adopted by the Cabinet Members, proposes in particular a definition of the classification of jobs, a definition of the rules applicable to this classification and this rating as well as the procedures for carrying it out.

As for the Note on the implementation of the faire wage policy in institutions with special bylaws, the press release specifies, it notes the anarchy in the setting of staff remuneration and the methods of annual advancement, the disparities linked to the advancement rates and those related to allowances and bonuses. The draft decree was adopted with, among other things, recommendations to reformulate the title by emphasizing that these are public service jobs, to ensure that the classification of jobs has been properly done to prevent the latter from creating wage disparities.

The Cabinet Members also recommend reviewing the law on the Code of private companies and public participation to bring harmony to companies with public participation and facilitate the implementation of wage policy in those companies.

Nevertheless, a company that wants to adopt the new formula can do so while waiting for this law, the same press release specifies.

The other recommendation made by the Cabinet Members concerns the implementation of the wage policy by adopting the new formula “index share and employment share” in specialized institutions with special bylaws. Those institutions will have to submit the file to the competent authority, the same press release specifies again.
