The Speaker of the AN has begun a five-day tour in Kayanza province

KAYANZA March 15th (ABP) – As part of the parliamentary vacation, the Speaker of the lower house, in the company of parliamentarians elected in the constituency of Kayanza province (north) and native executives of this province, animated Monday the 14 March 2022, a moralization session, for hill administrative officials and heads of provincial services, a check on the site by ABP has revealed.

In his address, the Governor of Kayanza, Mr. Rémy Cishahayo, noted that the province is generally peaceful.

However, he indicated that almost a month has passed without this province being supplied with oil-type fuel. Consequently, the activities were paralyzed, and asked the hierarchical authorities to look into it so that everything is put in order. Mr. Cishahayo deplored the cases of thefts perpetrated in health centers, especially those related to overbilling. He testified that some nurses have already been apprehended for prosecution by the anti-corruption police.

In turn, the Speaker of the National Assembly, Mr. Daniel Gélase Ndabirabe, explained at length the missions of each other from the top to the base, that is to say, from the presidency of the Republic at village level.

Mr. Ndabirabe said that some are responsible for coordinating activities, others are technicians while the other category is responsible for execution. He insisted on the fact that the directors’ general must go to the field to report to the permanent secretaries who, in turn, provide reports to the ministers.

The administration from the provincial level is in charge of the execution, he insisted, specifying that it is the ministries which design the projects.

Mr. Ndabirabe then spoke about the characteristics of a worthy leader. Among the latter are, according to him, the fact of liking a job well done and the fact of believing in God and being concerned about the listening and the well-being of others. He also said that a true leader is one who always cares about congratulating those who have worked well and advising or punishing defaulters.

From all the above, he called on the administrative officials and the heads of services present at the session to serve as a mirror in the community, to highlight the correctness and to serve as refuges with the people who confide in them because of that, he concluded, a worthy leader never dies, he is eternal. Addressing the judiciary, the Speaker of the National Assembly asked judges and magistrates to favor the truth instead of being inclined for one reason or another.
