Lifting of the advancement freeze and harmonization of the advancement method in public institutions with special statuses

BUJUMBURA September 6th (ABP) – As soon as the 2023-2024 budgetary year comes into force, an administrative release and a fictitious annual advancement are carried out to accommodate each employee according to the grades obtained from 2016 to June 2023, we can read it in Decree No. 100/193 of September 1, 2023 establishing practical arrangements for lifting the advancement freeze and harmonization of the advancement method in institutions with special status.

Article 2 of that decree specifies that the institutions which are targeted by that decree are in particular the Ministry of Justice with the exception of agents of the judicial order, personalized administrations of the State, public establishments of an administrative nature, industrial and commercial and administrations of a social nature.

Article 4 of the aforementioned decree which takes effect from July 1, 2023 sets the annual advancement rate at 7% for the “Elite” grade, 6% for the “Very Good” grade, and 4% for the “Elite” grade. Good” on the base salary. A rating lower than “Good” does not generate any increase in base salary.
