Unanimous adoption of the bill establishing the electronic and postal communications code

GITEGA December 10th (ABP) – The Burundian Senate, under the leadership of its president, Mr. Emmanuel Sinzohagera, unanimously adopted, Wednesday, December 6, 2023, the bill establishing the electronic communications and postal.

It was the Minister of Communication, Information Technologies and Media, Mrs. Léocadie Ndacayisaba, who represented the government to enlighten the senators on that bill.

In her explanatory memorandum, Minister Ndacayisaba indicated that the adoption of that bill will allow the creation of a conducive and favourable environment for business development, in particular by regulating electronic transactions and cyber security and by regulating the postal sector. She added that its adoption will also allow the promotion and securing of national and foreign investments, the maximization of the collection of tax revenues and finally the production of statistics relating to postal activities.

In terms of debate, senators asked whether the post office provides  compensation for lost mail. Minister Ndacayisaba responded in the affirmative while qualifying that that is not the case if the sender of the mail has incorrectly recorded the address of the recipient.

The senators also reported that the people are not reassured that telecommunications antennas installed near residential homes do not cause damage to their health. Thus, they asked Minister Ndacayisaba to invest in resolving the ambiguity.
