Evaluation of the implementation of the recommendations resulting from the May and June 2021 workshops

BUJUMBURA April 7th (ABP) – The Ministry of Public Service, Labor and Employment has organized since Monday, April 4, 2022, in Bujumbura, a five-day evaluation workshop on the implementation of the recommendations issued in workshops organized successively in May and June 2021, for senior managers and executives of the said ministry as well as human resources managers.

In his opening remarks, the Assistant to the Minister in charge of Labor, Mr. Adolphe Banyikwa, pointed out that the Ministry of Public Service, Labor and Employment is responsible for managing human resources but also controlling the wage bill in collaboration with the Ministry of Finance, Budget and Economic Planning.

According to Mr. Banyikwa, one of the components of human resources management is the movement of personnel, which takes the form of the production of inherent acts in the change of statutory position and/or the assignment of executives and civil servants of the State to the course of their respective careers. “Are the sectoral human resources managers fulfilling their duty properly or are they still hesitating on the pretext that they are not sufficiently informed and well equipped to perform their tasks well?”, Mr. Banyikwa wondered in his speech.

However, the mobility of personnel has always had an impact on the rational, effective and efficient management of recharging one’s batteries due to the shortcomings in the monitoring of the movement of personnel by the hierarchical authorities, and the delays observed in the transmission of the related acts produced, which causes intermittent regularizations or sometimes even undue payment of wages, Mr. Baranyikwa continued to say.

To overcome this problem, the Ministry of the Public Service, Labor and Employment successively organised, in May and June 2021, two workshops, one on the training of human resources managers and the other on the appropriation of the human resources management manual, where two series of recommendations were made which the participants therefore agreed to implement, hence the organization of this workshop to analyze and evaluate together the state of implementation of those recommendations, Mr. Banyikwa added.

“We would have hoped that the results of this assessment would allow participants to better discern and appreciate the grip of strengths and weaknesses among human resources managers down to the sector level. This will help to clearly specify those that will still be needed in terms of capacity building for more effectiveness and efficiency in the management of the personnel file of the respective jurisdiction, and thus to minimize the negative impacts relating to the various measures taken in matter,” he said.

Still according to the assistant to the Minister in charge of the Public Service, the workshop which was held from Monday April 4, 2022 and which will run until Friday April 8, 2022, is intended to be an opportunity for any participant to permeate the provisions of the general bylaw of civil servants and other legal references, in order to better understand the innovations that the new bylaw of civil servants will bring provided for by the fair salary policy in Burundi passed by the Cabinet on March 2, 2022. Mr. Banyikwa indicated that the computerization of all the services of the State will help in the management of the human resources of all the ministries while being aware of the dead civil servants, those who deserted or who were transferred. Asked what is missing for all public services to be computerized, Mr. Banyikwa replied that little by little the bird makes its nest, stressing that the government of Burundi is very concerned about this project which, once implemented in all public services, will help collect undue salaries.
